Vì sao? Loại lý lịch tư pháp (Phiếu số 1 hay số 2) quyết định thông tin nào được công khai và cơ quan nào xử lý — HSVM cần xác định đúng loại trước khi tiến hành. Why? The judicial record type (Certificate No. 1 or No. 2) determines what information is disclosed and which authority processes it — HSVM needs to confirm the correct type before proceeding.

Thủ tục thực hiện qua VNeID và Cổng Dịch vụ công — hoàn toàn là dữ liệu điện tử. Không có giấy tờ bản gốc nào trong quy trình này. The process runs through VNeID and the National Public Service Portal — entirely electronic. No physical document exists anywhere in this workflow.
