The old passport must be surrendered so the issuing authority can cancel or punch it before the new one is released — this is how one person is prevented from holding two valid passports. No copy substitutes. You send it to HSVM by tracked FedEx; HSVM confirms receipt, files, tracks, and returns both the cancelled old passport and the new one.

Vì sao? Nếu chưa có hồ sơ quốc tịch nào trước đó, Việt Nam cần xác minh gốc gác trước khi cấp hộ chiếu — đây là lý do thời gian xử lý khác nhau tùy trường hợp. Why? If there's no prior citizenship record on file, Vietnam needs to verify origin before issuing a passport — this is why processing time varies by case.

Không có hộ chiếu cũ nên không có gì để thu hồi. Điều cần chứng minh là quốc tịch Việt Nam — với người hải ngoại, đôi khi là giấy tờ gia đình trước 1975 không thể cấp lại. Cơ quan đại diện chấp nhận bản sao có chứng thực, nên HSVM không yêu cầu quý vị gửi những giấy tờ đó qua bưu điện quốc tế. Nếu giấy tờ đang ở Việt Nam, người thân sao y tại chỗ. Nếu giấy tờ đang ở Hoa Kỳ: HSVM xác nhận cách chứng thực phù hợp với trường hợp của quý vị trước khi quý vị gửi bất cứ thứ gì — có trường hợp cơ quan yêu cầu xuất trình bản gốc để đối chiếu. There is no old passport, so nothing is surrendered. What must be proven is Vietnamese nationality — for overseas applicants that can mean pre-1975 family papers no authority can reissue. The mission accepts a certified copy, so HSVM does not ask you to post these internationally. If the document is in Vietnam, family can certify it locally. If the document is in the US: HSVM confirms the right form of certification for your case before you send anything — in some cases the authority requires the original to be presented for comparison.

The correction is applied directly into the existing passport book, so the original must reach the Embassy. The supporting document proving the change can be a certified copy. You send the passport by tracked FedEx; HSVM confirms receipt and returns it as soon as the work is done.

A first US passport requires appearing in person - the government wants to verify your identity directly and have you swear to the accuracy of your application before a real official, not just process paperwork by mail. Getting the citizenship-proof document right matters too, since there are several valid options depending on how you became a citizen, and having the wrong one ready wastes the trip.

The name-change requirement is the one place this gets more involved, since the government needs to see the actual legal document proving the change, not just be told about it.
